Often times when we do a reinstallation of the operating system, even if we opt to keep the same file and folder system, installed programs lose their "link" to open them with. They are registered to your old installation of windows, not the new one. Try repairing it by clicking on "Add/Remove Programs" in the Control Panel and see if there is a "Change" option available. Otherwise, I'd suggest installing any number of free cd/dvd burning softwares available on the net. Here are a few I've had good success with:
