I have the model 1068576934 and on both sides the top part is not cooling but the bottom is. I had to shift all the food to the bottom to keep it from spoiling.

Most fridges have a cooling vent above or on the side of the top shelf. This is where most of the cold air comes from, so keeping food away from here may preventfreezing. ... Some side-by-side refrigerators (particularly older models) feature a vent that funnels cold air from the freezer into the fridge.4 Aug 2015

Sounds like you have a defrost issue. Hence your unit is not defrosting. All of this apply's if your freezer side has ice . If not. you have other issues, this does sound funny, but this is why your refrigerator side is warm, or not cooling.
Here is a list of some things that can go wrong. 1. Defective heat coil 2. Defective defrost timer 3. Defective defrost sensor 4. Defective Fan 5. Defective compartment inlet damper (on some models)
You should call a service company to resolve your issue.

Either you have a defrost problem blocking airflow to the fresh food section or you have a blockage in the vent. You're going to have to unplug the refrigerator look in the back of the freezer and see if there's ice build-up on the rear wall of the freezer. Try again with that model number I do not believe that is the correct model number it should have Mod: before the model number. Appliance 911 Sea Breeze if your refrigerator has an additional cooling Zone in the fresh food compartment you may have a damper that is stuck open but I'm going to have to have the correct model number to help you
You may have a bad condensor fan motor or paper may have gotten pulled under the fridge and jammed the fan blade. The energy switch will not help with cooling it only controls exterior moisture.
Really most folks have to keep their setting on their fridge on about a 6-7 or-8 setting with the amount of food that is kept in the fridge now.
YOU CAN KEEP AN EYE ON THE RELATIVE temp if you like by placing a fridge thermometer in the appliance. Optimal fresh food should be around 40-43 degrees F on average to keep things on the cooler side without freezing.
Hope this helps
Here's the deal. You probably didn't need the overload. Most likely you have a problem with your condenser fan motor. To check move the refer out from the wall and pull the cardboard panel at the bottom of the refer. Check to make sure the motor is running at a high speed. If not you will have to change it as there are no oiling points. If that isn't the problem open the freezer door and remove the back panel. Check to see if your evap. fan is running at high speed. Then check to see if your evaporator is iced up. If so either your fan is not running fast enough or your defrost heater is out. To check disconnect the heater and take a continuity check at each lead end you should register infinity. Which means your meter will peg itself over to the left side. If that is okay the only other thing that could be causing the problem would be the heater thermo which tells the heater when to come on. You will see it attached to the evaporator coils. Hope that helps. If so e-mail me.
