DVD region codes are a DRM scheme. DVD video discs may be encoded with a region code restricting the area of the world in which they can be played. Discs without region coding are called all region or region 0 discs.
There are few DVD player models on which you can adjust the region code manually as well.
There as hacks available to make your DVD Player region free .. you can google for them mentioning the model number of your DVD player.
