Make sure you select the start up type automatic. and in service status if the service is running stop the service and start it again.

If it is stopped then start the service.

This TV needs a service adjustment done. Looks like a vertical or horizontal IC is failing. I'd go ahead, and shut off until services adjustment is made. Have you unplugged for a few minutes and plugged back in? However, I'd have a service tech look at it.
