I press the shuter and the flash don't pop up insted I get a hand and exclamation
With no information about what kind of camera you are using, this is just a guess. I would say that you are on the "no flash" setting. If it is a point and shoot, look for a picture of a flash symbol on your dials and press it, take a pic and continue to press and test until it pops up. If this is a D-SLR, look in your menu settings for flash and change setting to auto.
That's at least a strating point for you.
