You may have to go into the bios to set it to boot from cd before booting from the hard drive. You normally tap F1 or F2 while it boots to enter the bios.
See here
What's more likely is that you don't have drivers installed for the newer cd rom drive. Maybe you can find an older used one that would be detected, just until you get the os working again. See this link and instruction here

Did you get setup to run? I've never recovered W95, but try hitting the spacebar at the prompt and see if you enter the Windows 95 setup. Other options are esc or enter. But are you trying to do a recovery or a clean install? If the latter, you will need to format the hard drive.(Cf. XP instruct here)

Have a look on the back of your new CD ROM drive where the long cable goes next to that is a small piece of plastic check that it is in the same position as the broken CD Rom this selects between slave and master switches hope this helps regards Jim

I have an Atapi cd rom drive and I've just switched the boot to the cd. Now I get OS load in progress then the C: prompt. I also checked to make sure that the new cd rom is the same as the old one from the slave, master switches. It doesn't seem to be reading the master disc.
