GE 31gt660 tv - squeals when power cord plugged in

GE TV model 31gt660, 5-6 years old.

The tv does not do anything other than squeal/whistle/hiss, or
whatever you want to call it, when you plug it in. Does not turn on.
took the back off of it and sound seemed to be coming from a
transformer, though its hard to tell.  Has anyone seen this problem
before, or have any ideas on what it is and how it can be fixed?

I got this TV from a friends uncle, apparently it just started having
this problem one day just out of the blue.  He didnt tell me that
anything abnormal happened to the TV to cause this.  thanks a bunch.

horizontal output transistor is defective,also change out damper diode(cc4402). very common repair. use buh517 transistor. they last longer. i just repaired my own personal set. same problem.

Squeal is indicating an excessive load on the power supply, check the horiz
output and flyback transformer.
