This problem sounds like it is to do with your SIM (Service Identifier Module) card, within your mobile phone handset, either this is because you no longer have this card activated, or you have encountered a problem with your contract. In the event that this is a PAYG (prepaid SIM) then just replace the small SIM card and hopefully you are able to use your phone. If on the otherhand you are using a contract SIM card, then you will need to talk to your service provider directly and sort the problem out. However, you could always change your SIM card anyway, and be donee with the matter.
One word of warning on this, you will probably have to tell everyone you know that you have had to change your mobile phone number, as the unique mobile number is attached to the SIM card as apposed to the phone handset. You could always find a cellphone provider that will allow you to keep your existing number, but, as your SIM card sounds like it is no longer active, the chances of you retaining your existing number are slim to minimal at best.
Now I am also an engineeer that keeps all possibilites of error open for investigation, so in this event, it is best to go to http://www.motorola.com and check out the support pages for your phone and see what is said about this; just in case it is a problem with your handset. Better still, any high-street or downtown mobile phone shop will be able to query the matter for you and advise you in person of your next best approach.
