Look for a key that is marked [a b/c]. If that key exists on your calculator (I cannot find a specific manual) its second function is marked as [b/c] or [d/c].
To enter a mixed number you enter the integer, press [at b/c], enter the numerator of the fraction part, press [a b/c], then enter the denominator followed by the [=] sign.
To convert from decimal to fraction and back, you press the fraction key or its shifted key.

Which is more precise, fractions or decimals??

Fractions can be more precise than decimals. For example: 1/3 can not be expressed exactly as a decimal. .33333333333333333333333333333333333333333... is only an approximation.
Some numbers cannot be expressed precisely as either a fraction or a decimal. pi is an example.

The way it works is as follow. If a result is displayed as a fraction you can convert it to its decimal representation. If you do nothing after the conversion, you can revert the decimal representation to the fraction.

F-D key in Polynomial

The F-D key converts a displayed result from fraction to decimal and vice-versa.
If in the polynomial expression a numerical coefficient is a fraction just enter it as a fraction, possibly enclosed in parentheses. If it is a decimal number just enter it as a decimal number. Converting it to a fraction is not going to generate any more precision in the result. You lose precision when you go from fraction to decimal, but you do not make a number more precise by converting it from a decimal representation to a fraction.

How do you change decimals to fractions on a casio

If you enter an improper fraction or a mixed fraction with the the [a b/c] key it will be displayed as a fraction. This result being displayed you can press the [F-D] key to convert the fraction to decimal. If you do nothing else and you press the [F-D] key again, the original fraction will be restored.

However, it seems that you cannot enter an arbitrary decimal number and convert it to a fraction. The [F-D] key seems to work one way : from a fraction to a decimal number. You will only recover a fraction if the original number was a fraction.

HOW TO INTER FRACTION ON A TI-83

Hello,
Once you enter a fraction the calculator calculates it and displays a decimal result.So basically you cannot do fraction manipulations. However you can convert a decimal result into a fraction. To do the conversion, you enter the decimal number then you Press [MATH] and [1]. ( -->Frac) The number will be converted.
Similarly you can enter a fraction to a decimal number (-->Dec)
[MATH] [2:] [ENTER]. But I see no point in doing that, because any fraction entered is displayed as a decimal number.
