Apple support suggests several possibilities. The iPad may not be receiving sufficient power to charge it; some lower powered charging devices are lacking. The charger may not be Apple certified (as being adequate). Test an alternative charger. Or, the port may be dirty or damaged. Remove debris. Try another USB cable. Restart the device. Also, determine whether or not you have the latest ios operating system. If it still does not charge, contact Apple support for service.

9 Dec 2015 - Press and hold the Sleep/Wake button until the red slider appears. Drag the slider to turn your device completely off. After the device turns off, press and hold the Sleep/Wake button again until you see the Apple logo.
Maybe you should try a new charger.
Their wires a really weak!
Try it in your local Apple store.
Before buying any thing, ofcourse.

You must use the Apple charger or allow extra time if using a non-Apple device. The standard output for a USB charger is 5 volts but Apple uses 5.17 volts. The battery icon at the top of the screen should show a bolt symbol when connected for charging. If it does not you may have a bad cable.
To get Ipad to show as charging download Asus AiCharger from web and
restart computer after install.Plug in usb from Ipad and should now show
charging.
