Click Continue. You'll need to read and agree to the iTunes Store Terms & Conditions. Make sure you check the box next to where it says "I have read and agree to the iTunes Terms and Conditions." Click Continue. Enter your email address, create your password, continue to create and answer your security question, then enter your birthday. Click Continue. Select None as the payment option.
Continue to fill out the required name and address fields. You'll then see a screen that says 'Verify your Account'. Click Done and then check your email for a verification email from iTunes Store.

Once you click on the link, iTunes should then prompt you to sign in with your account name and password. You'll then see the below "Congratulations" screen. Click Done to be taken to the App Store home page.
This is (for me, anyway) caused by a routing problem within Charter's network. They inject a redirect to a page to try to force you to agree to terms and conditions. That page is on 24.217.29.129. For me, that IP is unreachable - a traceroute shows a routing issue inside Charter's network - a packet bound for that address ends up bouncing between 2 of their routers and eventually the TTL expires. Their useless troubleshooting chatbot will just want you to reset your cable modem, which will do nothing but waste your time - the problem is inside Charter's network.

If T&C is "underlined then it is a link". so click this link and scroll to the end of terms & cond.
in some cases you need to do this to get the box to click on accept T&C.
