Need to know makwe and model but there will likely either be starps and screws at the back or hidden latches undere the top which you need to find and release with a dull knife blade or a spatula or a putty knife type of a tool.
Sounds like the small cam that drives the blades is broken...and any resistance to it stops the blades from moving. Use a phillips head screw drive to open the knife and inspect the drive cam. It can be replaced if broken.
Place the chute over the rotor. Remove all the clamp bolts for one blade. This will allow you to remove the old blade and clamp bar. Clean clamp bar and blade slot. Install new blade with clamp bar. You will need a knife gauge for this. Use the knife gauge at each end of the blade. Torque clamp bolts to 280 ft. lbs. After blades are installed it is necessary to adjust the bed knife by loosening the three bed knife bolts. Use the set screws to adjust the bed knife to 1/16 in. above the lower feed plate. Torque the bed knife bolts to 250 ft. lbs. Then use the other two bolts to adjust the lower feed plate to .013 to .016 between the bed knife and the rotor blades. Put the chute back into place and you are good to go.

Push the thumb slide forward as far as it goes exposing the blade. Press the blade change button on the side of the knife (the small button on the left side near the blade) and pull out the old blade.
Insert the new blade and slide thumb slide back to fully engage blade in the internal lock.
