Question about Insignia 37" LCD Flat-Panel HDTV
Insignia are notorious for failed components - cheap cost and cheap parts.
Your tuner board has faulty capacitors or cracked solder joint (or both). Depending on the workload - the heat causes the capacitor to discharge - or the legs to no longer make contact with the board.
Once the capacitor cools + makes contact - the set comes back to life until the next heat related discharge. VGA and Tuner share same input board.
The DVD player uses a different input board - and that is why it remains on when playing.
There is no end-user fix for your problem. Insides of TVs store potentially lethal voltages that must be discharged properly before repairs are attempted.
Thankfully - this is a cheap fix, as capacitors are approximately $3 each. Most of the repair bill will be labor.
If this is the only thing wrong, a tech will disassemble tv, replace the caps, and inspect the board for under $200USD.

This seems bad connections between your peripherals(dvd, cable, etc.) and your TV. Just make sure that all the connections are tight/pushed on to the terminals all the way and that you don't have bad cables. Also open the back and check the cables on the input port, just tap on the wires with a pencil and check is the problem reoccures.
