Open the case and reseat the memory modules and the video card. If that does not fix it you'll need a technician to look at it.

Open up the case and unplug everythng except for these items :

Power Supply
Motherboard
CPU
Memory
(video card if no onboard video)

and see if it comes on, if it does, then add each hardware part one at a time to find the bad one.

If it still doesnt respond, unplug all power and remove the CMOS Battery on the Motherboard. Then let it sit for 5 minutes. Then try it again.

If that still doesnt fix the problem then you will have to get some new or "Known to be good" hardware to swap out the parts above.

If your using a new Power Supply & Memory and the only thing else thats still plugged in is the Motherboard & CPU and still no no screen, then odds are its the Motherboard...

Hope this helps, when the problem is down to this basic level, the only thing you can do is try other parts doing the "trial and error" aproch.

to trouble shoot,

open case and disconnect all cables except power supply.

if the computer starts up okay, then shut down and connect the cd-rom then startup. if that's okay then connect any other cables . if any one of the parts are defective you will find the stinker.
if the computer still won't go, try another power supply/
if that's okay, then the board might be bad

The computer will not turn. tested power supply and seems to by ok (fan spins)

HI:
The motherboard is responsible for turnin on the power supply, if the power supply fan is working then the system has started it initinal POST procedure. Try disconnecting any phrephial devices from the unit, starting with the Harddrive DVD Drive Etc. Also you may have a bad video processor on the motherboard, that is causing no video.

I am replacing the 3 speed fan switch in a ceiling fan. Upon removal of the old switch (due to a cracked/broken screw port), I noted the secific wire and color that was located in each of the four...

Use a continuity tester on old switch.
There will be 1 main wire that connected to power >>> power flows through this wire to the switch and feeds the other 3 wires > each time you click switch, power will flow to one of the other three wires

The do the same test on new switch. Match up wires accordingly.

If you don't have a multimeter, buy inexpensive continuity tester at hardware store.
Continuity tester is basically a flashlight battery and flashlight bulb that lights up when the circuit is closed

No, it indicates a bad power supply.

1) ALL the lights use less than 1 Watt
2) EACH fan uses 2 to 3 Watts

3) A typical processor uses 55 to 125 WATTS.

The base model of the HP Pavilion a1620n Desktop PC, comes with an Intel Pentium D 925
(Operates at a maximum of 3.0GHz)

The Intel Pentium D 925 uses 95 Watts,

http://en.wikipedia.org/wiki/List_of_Intel_Pentium_D_microprocessors#.22Presler.22_.28dual_core.2C_65_nm.29

In most cases the inside of the computer is dirty, as well as the inside of the Power Supply, and it's fan.

Heat = Wasted Energy
When the Heatsinks inside a power supply, and it's Fan, (To include the fan blades, fan center hub, and surrounding fan cage), become clogged with gunk, the cooling capacity of the power supply drops tremendously.

Since Heat = Wasted Energy the power supply tries to keep up with the power load demands.
Eventually components inside the power supply fail.

(Usually the Electrolytic Capacitors are the first to go)

The power supply inside a Pavilion a1620n is a common SMPS. Switched Mode Power Supply.

http://en.wikipedia.org/wiki/Switched_mode_power_supply

The style is the common ATX, that is used in over 90 percent of desktop computers. (ATX 12V)

The Wattage is 300 Watts.

Should you like help in finding a replacement power supply that is affordable, and reliable, just state so in an additional comment.

I do advise staying away from the cheap generic models, as they can fail in 6 days to 6 months. ($20 to $25 range)

Most likely a power supply problem. Your power supply is probably going bad or not powerful enough for your system. Swap it out for a known working power supply with enough power for your system. Also make sure there is not excessive dust and dirt on the fans.
