First, if you're using Vista 32-bit, here's a good site documenting the need for a utility that will patch some of your files in order to allow you to add themes you've downloaded.
Here's another GREAT UTILITY that will allow you to install custom-created, 3rd party Windows Vista themes using VistaGlazz.
What types of websites are you trying to get these Windows Vista themse from? Sometimes it is necessary to use a variety of different web browsers, so if you're trying to use Firefox or Chrome, you may want to use Internet Explorer for a moment.
When I do a Google Search for Windows Vista Themes, I found millions of results.
You can always download and install the Vista Themes provided by Microsoft.

Hey, i've had the same problem. Did you try patching the aero theme? Cos i did the same and it corrupted! One thing you can try now is that you can copy this theme from any of your friends' PC which is running Vista Ultimate and copy it in yours'. You shd paste the file under "C:\Windows\Resources\Themes" (shd have Admin rights to do this). Then apply the theme as usual.
But if the above doesn't work and you are desperate in need of the Aero theme, then no other way other that re-installing the OS.

First, to make custom themes work in Vista you have to patch vista.

To install a theme you have to unpack the file you downloaded to:
X:WindowsResourcesThemes
(X is the harddrive where you have vista installed)

After this you can doublecklick the .theme file to load the theme. :)

there are themes available for vista and if you download tuneup styler 2 then it would be easy for you to apply any theme.

3. Right-click uxtheme.dll and click properties.
4. Take ownership of the file and close dialogs.

6. Right-click uxtheme.dll and click properties.
7. Give yourself (or group) Full Control permissions and close dialogs.
8. Repeat steps 6 and 7 for themeui.dll and shsvcs.dll.
9. Rename uxtheme.dll to uxtheme.old.
10. Rename themeui.dll to themeui.old.
11. Rename shsvcs.dll to shsvcs.old.

The error you are getting says that the theme can not be loaded because theme service is not running, so to start the themes service press WIN+R on your keyboard, type "services.msc" in the run box (without commas) and from the list that opens, find the theme service and start/enable it.
