This indicates you are in a non-service area. You will have to go somewhere where your provider has coverage.

I can't call or receive calls on my samsung sgh-z170

That means you don't have service on your phone: either you're using wrong SIM or it's malfunctioning or out of coverage area.

Saying limied service and i can,t make outgoing calls

I have a Samsung phone and sad to say there is no easy way to fix this besides getting in a better service area. Trying looking up the areas that your cellphone company has service. If you are within the service area, this might be because you are in a building with walls that are too thick for cellphone signals to reach, so you should be able to just walk outside where the signal will reach.

Phone has a out of service area icon on how do i get rid of it

Hi, You can use this code to reset the phone (*2767*2878#). If it does not go off, that is it's just a network problem for your service provider.

Also if the problem occurs regularly, that means the phone board has a network problem. Contact a skill personnel for assistance.

Have a nice day.

My samsung e900 was working fine 1 minute then seconds later it had a phone with a cross through it, my manual says that its out of service area. i can not take or make calls the same with texts, what does...

This is usually a problem with your service provider, not your phone. Have you tried using another sim in your phone from another network. If this works fine then it could be something to do with repairs on a local mast.
