Virus when i open the internet explorer or a web page it appears on screen over and over lots of times

When browsing the web, there are some instances where you encounter pages that cannot be loaded.
There are several reasons why, ranging from an error on the website itself to the settings on your own computer.
Page Cannot be Found A "Page cannot be found error" may occur when certain Web pages are no longer online.
This can be due to the deletion of the page, or if the page was relocated to a different section without having its links updated.
Firewall Issues
There are some pages that cannot be displayed on your computer simply because they are being blocked by the firewall software installed on your computer.
To remedy the issue, change your firewall settings to allow access to these pages.
Virus or Malware
If you have an anti-virus installed, this will prevent you from accessing pages that may contain possible threats to your computer.
Websites that contain viruses or malware, or so-called "Attack sites" will be blocked from being loaded on your computer.
Connection Timed Out
When you get this error message, it means your internet connection has timed out, which will cause your page not to load.
You can contact your internet service provider to resolve this issue.

Turn on your computer and allow it to boot up.
Open a Microsoft Internet Explorer web browser.
It doesn't matter what web page first loads.
Locate the "Tools" tab or icon on the top right hand corner of your screen.
Click on the tab or icon, so a drop-down menu appears.
Browse the list and find "Internet Options."
Use your mouse to left click on "Internet Options."

Notice a new box open on your screen.
The bar across the top of this new box should say "Internet Options."

If you would like to get rid of the history list of websites you have visited, all your logins, passwords and form data, select the "Delete All" button at the bottom of the box.
Selecting either "Delete Cookies" or "Delete All" will make another box appear on your screen. You will see a confirmation message asking if you're sure you'd like to complete this action. Select "Yes" or "No."
Selecting "Yes" will allow your computer to delete the cookies.
Deleting these temporary internet files only takes a minute or two.
If you haven't deleted the cookies in awhile a task bar may appear to show you're the progress of the delete.
When the computer is finished, simply close out all the extra boxes that popped up.

Disable Web Content Filters

Start the Mozilla Firefox browser.

Try a scan with your virus scan, then with a malware scanner, i use Malwarebytes.
I would then use CCleaner, use the registry cleaner also.
This will clean out all your temp files, and remove any registry errors that may be causing IE from starting properly.
You could also use Firefox, or chrome as your browser if this does not fix it

Server is busy, or the time to have page load has elapsed. Try to refresh it. Or try another web browser.
It also appears when your offline or no signal from the isp.

my pc is too slow and my registry is lot of erors i dont know how to fix it.

its is dependant alot on your browsing to if you resize and then close the next time you open Ie it will be resized

This could be a virus! Did you try to change the homepage?
If this is a virus, even if they change the main page will re-appear.
Then run Spybot, CCleaner, Ad-aware and Anti-Virus.

I would try running a virus and spyware scan. If the scan is negative then resetting Internet Explorer to it's default settings can cure some of these problems.
