When the Monitor is on, open the monitor's On Screen Display and select the proper input: DVI-Digital/ DVI-Analog or VGA that the PC outputs and set that as default. When the computer starts up, the monitor will then "Wake Up" I had this same issue with my HP F1903 and it wasn't te fault of the video card being bad. It happened after I upgraded computers and the new computer had a DVI-Digital Output. The old computer had VGA output and that's what the monitor had been set to.

Get a PCI or VGA video Card!

I'd recommend at least somethin like a

nVidia GeForce 7300 GT (256mb) Video Card
You can get one for dirt cheap on Newegg.com
Or your local PC store/Repair shop.

The Problem you are having is your Video Card Driver isn't the correct one, or it's got issues...
You should get a better video card.....yours might be onboard or really low-end rated.

FYI -

Pre-Manufactured PCs generally ****..... I build WAY better PCs for less.

HPs ****, but not as bad as a Dell (Dell does make the best pre mf 'd Servers which is ironic!)
but the worst pre mf'd PC I've ever fixed was a GATEWAY........

Your monitor flashes due to a bad capacitors. They are responsible in controlling and regulating the power to the LCD. When they fail, this is the symptom 99% of the time.
To replace the bad ones, you will need to open, identify, desolder, replace by new ones and solder them back.
Job takes about 45 mins. (with soldering skills)
Price range for bad caps is 6 to 15 usd.

My hp2009m monitor goes into sleep mode

Monitors are programmed to go to sleep when there is no input. If you shut it down on the other "tower" also it will do the same. You need to physically hit the power button on the monitor to actually shut it off.

HP F1903 monitor

sure the F1903
is a LCD monitor but is old , it has
and CCFL black lamp.
it has board inside that is the power supply /inverter
this board runs the lamps.
the lamps love to fail after 10 long year of service
so when monitor fails, push the menu botton on the front
is the OSD menu dead (monitor brains inside)???

see bottom of this page , see CCFL and PCB there?
if lamps bad replace them
if PCB bad replace it, seen sold on Ebay , vastly, there.

http://pcdied.com/black-screen.html#CCFL-examples

some of these old monitors.
have silly internal sleep mode,
turn that off. (push menu button on front)
see OSD (on screen,display menus)
see settings
see power saver mode, turn it OFF,

Going to Sleep

Due to the power surge, it is highly possible that the monitor was given a boot by your computer on it's way out.

This will short out a very small transistor inside the monitor on the video board and in turn, then monitor cannot see that there is a signal so goes to sleep.

If you get brave enough to venture inside the screen, then check near the cable input. The transistors are only around 3mm and have 3 legs (two one side and one in the middle on the other).

If you find anything like that burnt (get a magnifying glass) then replacing the board is the easiest option. Just don't be tempted to wipe the board before you look at everything very closely, you may wipe away the tiny bit of evidence you are looking for.

Hope it helps =)

HP F1903 turns itself off when connecting DVI

Sounds like your problem is hardware and lies with the port on your PC, this may be due to a bad driver, or bad port! Sounds like you have tried everything else!
