Possible that the web cam is not installed properly . so uninstall the webcam from the PC, shut down and restart. now download the driver software from the free download center of HP. once the program is run, connecct the web cam to be detected and installed. check the properties. if this wont open then there can be problems in the webcam- suspected hardware issues. to confirm try the cam with another PC.

Procedure Close all programs while uninstalling - downloading and uploading software Disconnect your webcam Uninstall the current webcam software on your computer Restart computer Download the Installation package from Microsoft Run the installer and choose your options when prompted Connect your webcam when prompted.
Make sure you have Microsoft DirectX installed - probably version 9 for this cam You may have to re-install your Logitech software
Visit the Logitech website and browse the photo gallery for your model and click on the photo to navigate to the support page. Note - Older models on page 2 - look for the link at the bottom right of page 1 and click on it "Still can't find your product?"
In addition to the Logitech installer you will need to download Microsoft DirectX 9 or later to support your webcam

Connect your webcam when prompted.
For a clean uninstall I would recommend downloading a free uninstall utility Download Revo - double click on Logitech - Use the 'Advanced' mode - Revo will make a Restore Point and then uninstall Logitech using the Logi uninstall software. Make sure you check all the software installed on your computer - you may have more than 1 logitech program installed
Make sure the webcam is clean Some cameras have a focus ring around the lens. This has to be rotated to bring the picture into focus. Others rely solely on the software. Test your webcam here by hitting "allow" in top window and seeing if webcam displays in left panel
