Windows not work with you new hardware.
1.Start windows in safe mode (press F8 before windows start).Maybe now windows recognize your new hard.
if reboot continues...
2.Insert Windows disc and start with disc.In the menu select repair start.

SOURCE: that mother board want reboot

lets say it like this...you have assambled..on  table...motherboard..,processor,memory hard drive...all conected to teh monitor (you have video on  board) and to the power suply.
If you get the power in a board with  a damaged processor...the board receive energy and ,depending of the problems of the processor..youl see a blu screen on monitor..or just hear some pcspeaker specific sounds..ussualy the msi mainboards come with a special feature called D bracket..it has some leds on it and indicates your problems...
however..if you have other problems than blue screen or sounds..and the board is totally silent..well it is a board fault...and here..the reasons of malfunctioning are a lot..

How to resolve the problem of bios "P5S800VM.ROM''

Try pulling out your video card and also your bios battery and hold down your power button for about 30 secs or until all power is out of mother board. Put in battery and reboot. Turn off and Put in Video card and reboot.

If still nothing:
Pull everything out of your board and start from scratch then connect and boot one hardware at a time till you get to what is causing issue.

Hope this helps

Dell Dimension 4600 will not reboot. I have to turn it off, unplug the power, push the On/off switch for a moment, let it set for 15 min then it will reboot. I have recently upgraded from 256kb ram to 1gb,...

from what you describe, they system will not shutdown. So try the following:
  1. Boot to safe mode (F8 at boot) and then see if the system will reboot from the safe mode.
  2. Boot to the Safe Mode again, Start RUN MSCONFIG, edit the startup group, (Basically uncheck all the items in the startup tab) reboot in the normal mode then see if it shutsdown. If it shutsdown normally, then start adding items back one at a time until you identify the items that were causing the items.
