Check in the back of the fridge section; there is normally a control that is provided for 'balancing' the cold air between the two sections. That coolled air is distributed by a concealed fan that may not be running; you should be able to ear or feel the air movement when the unit is in a cooling cycle.

after changing the control .. there's still no changes at temperature... what can be the cause?

If there is no cold air being moved to the fridge from the freezer by the distribution fan, it will not get properly cold but the freezer will seem either normal or somewhat colder than usual.
Suggested temps for the refrigerator are 35-40F and you don't gain anything below going -5F in the freezer. Most combination units have a 'cold-control' which affects the freezer, and a second which determines how much cold air is sent to the refrigerator. These often will require some fiddling to get the balance correct between the two chambers.

The self defrost mechanism is not working. The evaporator is getting blocked with ice, an insulator, and that affects freezer as well as refrig temps. When you unplug unit the ice melts and it will work till the ice block returns.

Not really a permanent solution for Samsung refrigerators with a evaporator inside the fresh food section. You will need to remove the shroud housing the evaporator and clean out the drain opening along with removal of any ice buildup. User Manual HERE
Here is a link to a troubleshooting page that covers your model=> HERE You need to clean and make sure the sensors at base of evaporator are clean and function properly. Also insure condensate drain below evaporator remain clear of blockages ice/gunk. Parts breakdown can be found HERE. I am here should you need me, Thanks John Tripp Appliance 911

What is the proper temperature for a refrigerator be and what is the proper temperature for the freezer?

A refrigerator should maintain temperatures at or below 40 degrees F. The freezer temperature should be 0 degrees F or lower

The refrigerator is not cooling enough. Even though I turn the dial up to the maximum 7, the temperature will not go below 50 degrees. I need to maintain a temperature below 47 degrees.

There could be two reasons for this
The thermostat is not working properly - replace the thermostat
There is a small refrigerant leak and the fridge cannot get cold enough - you will need a technician to find the leak and regas the fridge

Top mounted freezer on refrigerator not working

Move the refrigerator to a room that is at least 50 degrees F.

Temps on most refrigerators are regulated by the fresh foods temp. If your garage is let's say 35 degrees, the fresh foods temp will most likely never raise enough to turn the refrigerator on. With the refrigerator never running, the freezer compartment will warm to 35 degrees, resulting in everything melting. Even if garage is a bit warmer, say 45, the refrig will not run long enough for the freezer to maintain a low enough temperture. If the garage temp falls to below freezing, say 20 degrees, the food in the fresh foods compartment will freeze. (outdoor beverage dispensers have internal heaters to prevent product from freezing !) Please don't rate this if not a Fix-Ya for you, as anything else lowers my score.
