It sounds like you need a new battery. The UPS will not turn on if it detects that there is a bad battery. Here's a link to a replacement: http://www.batteryinternational.com/cyber-power-cp485sl-ups-battery-ups-batteries-f1.html

It turns on and off like every 20 seconds

Looks like you need a new battery.Your model discontinued and there is some support for it.

The UPS does not perform expected runtime.
Battery is slightly worn out.

Every so often, usually about 2-3AM about 4 hours after I have quit using the computer the whistle on my 485VA starts. Why

hi8xig, It could be that the unit detects a line-in disturbance caused by "off hours" or "quiet hours" work being done by the power company. That time of day (12 midnight to 5 AM) is when they do "cutover" or upgrade work. Yes, you can probably rent a piece of electronic gear that will monitor your power line and will log and store (record) any type of unusual activity that takes place on the ac line. Dranetz-BMI is a company that makes AC line event recorders. They range in price from $600 to $10k. Call CyberPower and see if they have a solution for their ups. Or you can just unplug the unit from wall when pc and other stuff has been turned off. 12fixlouie

My 485VA back up system beeps after I have a few things plugged into it. Does the beeping mean the battery is bad?

Try only the computer and monitor - it may be overloaded, 485VA is around 400W only, so it won't accomodate much more than a standard computer + monitor.
Especially a laser printer is very power consuming and should not be connected to any UPS.

It sounds like it's either at the age where the batteries need to be replaced or there is a problem with a component 'Capacitor or transistor' on it.
Is it still under warranty. If not - if you pull the batteries out of it you may be able to find some replacement ones on line. Place the part # of the battery in a search engine.
A Good place to try is CyberPower's website also.
