BIOS passwords in modern portables require a master password to bypass/reset if the original password is lost forgotten. You will need to contact Toshiba Tech Support and if the system is not under current warranty that will probably require payment to resolve.

Your laptop will not works with Windows XP. It is simply too old and it's motherboard doesn't support many things. Replacing HDD doesn't have anything to do with this and will not help in any way. Max Supported RAM is 192 MB which is simply not enough for windows XP.
