First you have your caps lock on and you didn't look before you clicked submit ;-). Other than that, you aren't being clear enough for me to help atleast. I suggest having a techy person use www.teamviewer.com and login to your PC remotely and fix it. I don't have time to do it, only come on here for a sec, but if you had spent the time first to make your message a bit more detailed you would have had an answer sooner :-)

Right click on my computer... go to device manager and look for the webcam. Make sure it doesn't have a yellow flag. If not, then go to task manager and make sure another program that uses the webcam is not using it. It can not be used in more than one program at a time

SOURCE: Logitech webcam won't work on windows live messenger

This could a problem of compatibility. Try to find if your web cam is compatible with windows live messenger for this you have to download from microsoft "amcap.exe". Run it and if you have more than one webcam installed, click the Devices menu and select the one you want to use.
2. Click the Options menu, then click “Video capture Pin.”
3. Under “Color Space/Compression:”, choose one of the following formats:
o RGB 24 (recommend)
o I420
o IYUV
Note: If one of the options above isn’t in the list, then your webcam is not compatible.
Under “Output Size”, choose one of the following:
o 160 x 120
o 320 x 240
Note: If one of the options above isn’t in the list, then your webcam is not compatible.
5. Click OK
6. Close the ampcap application.
7. From your desktop, click ‘Start’ and select ‘Run’.
8. In the run box, type: dxdiag
9. In the confirmation dialog box, click OK.
10. On the System Tab under ‘System Information’, look for DirectX version. Verify that your version is DirectX 9.0. If it is, just click Exit. If your version is older than 9.0 (any lower number), download the latest version of DirectX from Microsoft.

Tools > Audio and video setup...

Follow the instructions on the setup screen and once its finished, you will find that the webcam should be able to show up.
If it doesn't show the webcam on the other person, tell him to switch his status to busy for 5 seconds and then back, hopefully that should come up on the other persons screen.

If this hasn't work in most cases it should work - You will have to downgrade to Windows Live Messenger 8.5 and hopefully it should work.

If this hasn't work, go to the HP website and search up webcam drivers for your device and then install it on your computer - Hopefully your webcam would work.Download reginout intel partne to fix messenger registry problems

Webcam not working

Windows Messenger is pretty much hit and miss. I have a built in webcam on my laptop. Sometimes it works sometimes it doesn't. There's no real fix to this problem, just cross your fingers. Restarting your computer works sometimes but not always.

When i am on msn and want to put on webcam a message appears in a conversation saying Messenger is not available right now. Please try again later. (0x8ac70202)

This might be a compatibility problem between your webcam drivers with the new Windows Live Messenger program. You may want to:

1. Update your webcam drivers and see if Windows Live Messenger can detect it when you run the Audio Video setup from its Tools menu.

2. Or you can downgrade back to the older version of Windows Live Messenger which is compatible for your camera. Doing this however also requires that you uninstall all the Windows Live Beta products from your computer.

Note: You will not see a separate Windows Live Messenger on your Add/Remove programs, instead you will either see there Windows Live Beta products or Windows Live Essentials.

You can download the older versions of Windows Live Messenger from:
