More likely the mast drive cable is broken and needs to be replaced, very common. You will need to contact the dealer to see if they sell a mast repair kit for your car, many Japanese cars make you replace the whole antenna to fix this problem.

Mercedes preferred supplier of aerial masts is Hirschmann. There is a connector to the top of the box a coax aerial connection to the mast root, an earth lead strap and a bolted bracket to the base. The aerial mast exits through the car skin in a rubber fitted sleeve. You say that you can hear the motor running but that the mast refuses to emerge. The beauty of Hirschmann is that their motor drive antenna assemblies are readily disassembled (and reassembled). You will need to take the mast assembly out of the vehicle; disconnect the wiring plug socket, remove the bracket bolt, earth strap and unscrew the coax cable connector. Pull the mast firmly down and out of the body work sleeve.
The outer aerial mast is driven up by a toothed plastic flexible inner rod normally stored in a coil within the motor assembly. Remove the torx screw in the middle of the rounded end and separate the two halves. At the top is the electric motor set horizontally which drives a rubber belt to a helical drive immediately below it lying parallel.
If this belt is broken this would give rise to the motor running but not engaging . The helical drive engages with the edge of the storage drum feeding out and retrieving the coiled rod to raise and lower the antenna.
If the helical drive or the drum edge has missing teeth then the aerial cannot function.
All these components can be be bought from Hirschmann spares or through your Mercedes dealer.
Can you hear the antenna motor working when you turn on the radio? If you can but the mast (antenna) does not come up it means you need a new mast. The plastic cable that makes the mast go up is broken. Sometimes it's cheaper to buy a whole new power antenna assembly, which includes everything.
sound's like the motor is bad if you have someone turn it on as you stand by to hear the motor kick on would be the best way to know. if it is a good motor it is off track if that's the case turn it on and try to get it with a pair of needle noise pliars and pull it out.
If you hear the motor running, you are probably right that the cable that attaches to the antenna mast is broken. You should be able to buy this part only. Check Ebay. Sometimes you can buy the mast portion with the cable attached only. It's a lot cheaper than the whole assembly with the motor. Here's a link to one.
Remove rear retaining screws of RH front wheel splash shield for access to antenna lower retaining bolt.
Remove lower retaining bolt.
Remove radio antenna nut (18865) from top of motor tube and remove electric antenna through fender/splash shield access.
Disconnect signal cable and motor wire connector(s).
Installation
To install, reverse Removal procedure.
Tighten top radio antenna nut to 6-8 Nm (54-70 lb-in).
Tighten lower electric antenna retaining bolt to 5.8-7.8 Nm (51-69 lb-in).
Check operation of electric antenna and radio chassis .

NOTE: A power antenna mast which is bent or broken can be replaced without replacing the motor and tube assembly. Removal
Remove radio antenna nut (18865) and radio antenna stanchion (18919) .
Loosen retaining nut inside tube using 14 mm (9/16 inch) socket, and slide nut part-way up mast.
Raise antenna to run plastic drive wire at bottom of mast out of motor. Note direction of teeth on plastic drive wire.
Saw off damaged portion of antenna mast. Remove burrs from mast and slide nut and contact tube off stationary tube.
Installation
With the teeth on the plastic drive wire facing toward motor on antenna, push end of plastic drive wire of replacement mast assembly down into tube. Push it around curve at bottom of tube until end enters drive mechanism.
Run motor down while pushing on plastic drive wire until about 305 mm (12 inch) of wire has been drawn into the tube. Stop motor and insert bottom of antenna mast into tube. Lower mast.
Slide contact tube and radio antenna nut down antenna mast. Tighten nut to 0.45 Nm (4 lb-in).
Raise and lower antenna several times to ensure proper operation.
This is caused by the drive cable that raises and lowers the antenna mast, it is , you can buy just the cable, it does not require a new antenna assembly, see your local dealer for the a mast kit. my antenna just stopped working in my MR2 2003 Spider. The motor still runs but the antenna will not go up and down. It made a weird noise and I had to pull the top of the antenna up to stop the motor from sounding loud.
Should I replace this or can you disconnect it and push the antenna up and down?
