Click the Start button , click Control Panel, click Printers, and then click Bluetooth Devices. Nearby devices are listed on the Devices tab. First, you must have another Bluetooth device near you, it will not activate alone.

First of all check if your Laptop has the bluetooth feature. If it has then the driver should have been automatically installed. There is a button in your laptop, make sure that the bluetooth is on.
