After removing the back from the washer I discovered that the shock on the left (looking in from the back) is broken. Also looking at the control board there is power on both sides of the fuse and after removing the belt the motor will not turn when control is placed in the wash or spin position.
My issue now is removing and replacing the shock and determining if the motor or the control board is the problem.
I will send an additional message on the solution that I came up with.
Hi Tyron Tutwiler - First, does the drain pump make a humming noise? If so, you possibly have a restriction in the drain line. Try setting the cycle to spin only and verify if water pumps out. Also try to rotate the drum manually (when it is not in use) and see if you notice a bumping sound as well. If you do, then the drum is not balanced and probably the bearing and pulley system behind the drum will need repairing. Other possibilities could be are a faulty door lock, timer, pump, or control board not communicating correctly. In this case I would contact a professional to move forward accurately to properly diagnose and repair the washer.

Solution:
The controller board located in the rear of the machine was not sending a signal to the motor. Whild working on the machine I changed the shocks because one was broken and they come in a set of two. To replace the shocks there are plastics pins with a lip on the end which requires depressing in order to remove the pins. It is not as difficult as it sounds. It took longer to remove and replace the controller board than the shocks.
