Page five, illustration 13, shows that the retainer clip is turned 90 degrees to release the filter, turned back to retain the replacement.
Here's a cut and paste of the manual:
"FILTERS
40000, 42000 & 42000D Hoods Only:
Remove aluminum filter by turning filter retainer to
one side. (FIG. 13) Filter should be washed once a
month in a hot detergent solution. Aluminum filters
are dishwasher safe. When installing filter, make sure
that filter slides under retaining tabs on back of fan
housing. Turn filter retainer so that arrows on retainer
point toward front and back of hood."

It sounds like the fan blade may be installed upside down, or the entire motor/fan assembly is upside down. Typically, these small motors aren't reversible, so you should check the blade first.

The fan switch contacts are probably welded together or the actuator mechanism is broken. Your best bet is to replace the fan switch, probably with a similar type having a higher current rating so the new one won't also be susceptible to contact welding. If you have an industrial electrical supply dealer or electronic surplus parts store in your area, those would be good places to look for a replacement.

Hi Turn off the main switch and rcd and open the CU. A residual-current device (RCD) is an electrical wiring device that disconnects a circuit whenever it detects that the electric current is not balanced between the energized conductor and the return neutral conductor. Connect temporary wires (preferably some bright color you would not normally see in a CU so it can be easily removed later) between the earth bar and the neutral bars.
Check for continuity with a multimeter between the earth and neutral wires at the cooker hood feed position .If there is no continuity at this stage you have serious problems and should get a sparky in then disconnect the neutrals of each circuit from the CU neutral bar one at a time and retest continuity at the hood (start with the likely ones like kitchen sockets and downstairs lights and cooker circuit if present) .When you find out which circuit it is put its neutral back in the bar and start breaking that circuit in various places until you find where it's spurred from .
