Part of the relay switch can become so overheated that it fuses to the compressor terminals.
Pull the refrigerator away from the wall so you can remove the lower back cover.

Unplug your refrigerator first!

Once you have the back cover removed you will be able to see the compressor.

The start relay will be located on the side of the compressor. The start relay shown on this side by
side whirlpool refrigerator is white and has a white and red wire going to it.

Remove the old start relay by pulling it off by hand. If it does not pull of by hand easily you may

have to put the tip of a flat blade screw driver between the start relay and the body of the
compressor to help pry it off. Most of the time you can remove them without any force.

Shake the relay, if it rattles, then its definitely bad.

The sound you here every minute or so is probably the compressor trying
to start. If it won't start and you have installed a new relay, then
the compressor has problems. In some cases a special start relay called
a "Hard Start" relay can get some compressors started. However, there
is no guarrantee. If the compressor is bad, it is, in most cases, not
    worth replacing.

If the refrigerator is not cooling at all , start ensuring that thermostat settings are ok, and that door gasket is insulating.

Possible faults that can cause same problem concern the thermostat/timer , the overload, relay, or capacitor, the defrost timer.

Try to understand if the compressor is kicking in. If the compressor is working all the time, but there is no cooling , then problem is the compressor. If the problem is the compressor, that is under warranty for three years, in that case call the phone number listed on the owners manual to have it replaced.
If the fridge is over three years old, then replacing the compressor may be expensive.

If the compressor is not even starting, then problem is the thermostat/timer , the overload relay or capacitor, the defrost timer.
In that case the part is not expensive, and the repair can be done in about one hour by a technician, providing that he already knows what is wrong and has the part.

The compressor is located at the bottom side at the back of the fridge, you know that is working because you hear the motor kicking in and running. If it is running all the time and there is no cooling, then you have a bad compressor. If it is clicking but does not start, then it is a bad compressor switch solenoid, or capacitor, this are tested using a multimeter.
If the compressor kicks in only sporadically, then it is a thermostat, defrost system or control pcb problem.

Refrigerator noisy and runs almost constantly

If the noise is coming from the back it could be the Fan or the compressor_ is the unit keeping the food cold enough? If not could be a bad compressor with low refrigerant or bad internal pistons-either way costly to repair- maybe be cheaper to buy a new fridge_ how old is it and is it under warranty?

Fridge not cold

The overload/relay is probably burnt out . This is the piece which plugs onto the compressor , with 2 or 3 wires going to it . It is easily replaceable , and not near as expensive as a new refrig .
