The suction on my Dyson is very powerful, but all of the dirt and hairs are getting trapped on top of the filter. I washed the old filter, but the problem continued. A replacement filter failed to solve the problem. All of the seals seem sound. Can anyone tell me how this is happening (it would seem impossible) and what I can do to rectify it?

It's not the filter that's the problem. Air should go first to the cyclones, then to the filter, so the filter catches only those finest dust particles that are not trapped in the cyclones. The most likely cause of the problem is that the cyclone pack is not properly seated, with the result that at least some of the dirt-bearing air is going directly to the filter rather than passing through the cyclones first.
Second thought... It may also be that some internal part of the cyclone is missing. It is not unknown for seals to get lost during the emptying process. Check with your manual and make sure all the parts are present and correct.
I've just had the same problem: very good suction but most of the dust ends up in the filter instead of stopping in the dirt bin. It turns out that I had lost a coloured piece that fits into the bottom of the bin with rubber seals on it. Easily replaced on eBay with a second hand part!
