I have had this vacuum for 3 yrs. and have not changed any parts yet. Can this still be fixed? What are the steps that I have to do to diagnose?

Yes, I'm sure it can still be fixed. However, your question has come up under the heading of both DC04 and DC05... which one are we talking about?
