Something is blocking it, Look through the screen vents near the pull starter, or the engine is seased up or something has been dropped in the carb or exaust its a 2 stroke engine and it can b jammed by external object put in the engine, it will likely need to be disassymbled

How to start a 21" yard works snow blower

Not sure what you are talking about as far as trying to start it.
No. 1 is it full of clean gas.?
2 Is it got a good spark plug?
3 Is it electric start or are you pulling a rope? You have to pull a rope start fairly fast to make it work. Some people are not really strong enough.
If there is fire at the spark plug then it's possible you have a dirty carburetor. Is your choke working is another thing?
If you have a fuel cup on the bottom of the carb remove it and clean it out also clean out the fuel jet as it could be dirty and put back together making sure the float and all parts are in place Then try to start. Could be as simple as a dirty fuel jet.

I have a Yard Man self propelled push mower the pull rope broke I replaced the rope but now it won't recoil . Please help me find out what is wrong. Thx.

OK first remove recoil unit off motor, Whats the pull start.
Next pull the rope all the way out.Watch the direction the rope pulling is turning. When the rope is pulled as far it can be put something in to hold pulley where it is. Cut off rope knot and remove rope.Then hold pulley remove what is holding it from moving then continue turning rope pulley in same direction until it stops.Then turn opposite way to line up hole in pulley and hole in metal shield and block. Then slide rope through holes and tie knot tight. Release pulley slowly and rope is going to retract just like new...

Pull chord broke off when trying to start it. disassembled it, but don't know how chord should be reinserted. can you help?

if its a newer mower take the top off the engine there will be a round plastic piece twist around till it stops stick a screw driver threw it to hold put the string threw your handles and back threw the cover you should see a hole in the plastic piece put in there and tie a knot hold the rope and pull out screw driver rope should wind itself up

Pull cord jammed in the lawnmower

There could be several reasons for this problem, but sometimes it is in need of a simple cleaning. Remove the 3-4 nuts holding the starter assembly on the top of the engine. Normally you will use a 10mm socket and ratchet to remove them. Turn the starter over in your hand so that you are looking at the starter pulley. Inspect the starter rope and make sure it isn't jammed between the starter pulley and the housing. If it is jammed, grab the starter rope and starter pulley and rotate them both together clockwise until the rope becomes unjammed. If the rope isn't jammed, turn the starter pulley counter clockwise gently. It will probably spring back and draw in the rope. If it retracts the rope slowly, spray WD40 around the bolt in the center of the pulley and work the pulley back and forth until the pulley frees up. If it doesn't free up or this isn't the problem, get back with me and I'll try and walk you through the rest of the repair.

Need more info on what happens when you try and use the electric start and the rope start- does the engine turn over at all with either one?

We are going to reassemble a strater chord on a Homelite gas leaf blower. What is the proper way to do this properly? We want to make sure the return mechanism works.

remember to prewind the pulley in the direstion the string pulls it out, then slip the rope inthru the hole in the pulley, tie a not and then release the pulley and let it pull the rope in.if tou do it backwards you will break the recoil spring

It will not re-coil on a homelite II yard broom (gas)

sounds like the tension spring has broken. remove the cover on the pull rope and look inside the rope coil, the spring is located under this.

Yard Man 21" Mower Pull Cord Won't Retract

You will find the retractable spring is broken you can go to any lawn mower shop and buy a replace me, also Wal mart and others you will have to wind it up till rope is tight then hook to the flywheel where the slot is. cost about $10.00 also lube the center hub bearing with wd 40

When I pull the recoil rope it seems to have lost compression and won't start. Pulls easier but with no compression behind each pull. Any ideas?

Have you checked the compression? A lot of  two stroke cycle engines are running less lube due to emission which results in far more wear. Sometimes people don't realize that oil has to bve added to the gasoline.thus wearing the engine to the no compression state.
