Both wheels should spin in 2nd gear. Only one wheel may spin in 1st, but if you put a little pressure on the one wheel that spins it should make the other wheel start spinning.
But both wheels should spin in high gear at the same time.
Hope this helps. If there is more help you can also ask these guys at this website. http://www.shopjandl.com/ I get my parts from them and they seem to also work on them as well

Manual 4WD won’t engage on John Deere 1070, linkage is all engaged. Help please

Above link is the MFWD parts diagram for your picture (orientation is same as well). Yours looks ok, from what I can tell looking at the picture.

With MFWD disengaged, if you raise either front wheel off the ground and then spin the wheel, this shaft should rotate and likewise rotating the shaft will turn the wheel. I expect you will find this true, which means problem is with engagement in the rear. See following link.

When properly engaged in rear, you wont be able to turn the shaft. Follow selection lever and linkage and be sure its making full range of motion.

I am replacing the wheels on a john deere gator. Is there a trick to getting the wheels off and putting the new ones on. I thought I'd ask before I tried.

1. Remove the center caps from the rear wheels
2. use a 13mm wrench on each side and loosen the bolts
3. remove the rear wheels
