Problem is I do not have the remote that goes with the TV set so I cannot access the set's menu . . only Bell ExpressVu menu and it does not have an SAP setting.
I was hoping there was another solution than needing the remote that goes with the TV.

If the remote control has a SAP button, pressing it should cycle through the choices. Keep pressing it until you reach OFF. (That's probably how it got turned on. It's easy to hit a button and not know it.) If the remote doesn't have SAP button, adjust the settings through the set's setup menu. If you are using a cable box, make sure it doesn't have a SAP setting that has gotten turned on.

There is something on some channels that is describing verbally what is happening on screen and we can't find out how to turn it off

Just look at the remote and find a button that is labeled MTS, SAP or Audio. Press this button one time and a display on your TV will show you the audio that your set is tuned to, (i.e., English or Spanish). If it shows AUDIO 2 or Spanish, press the button again until it displays AUDIO 1 or English then press ENTER or OK. With that, the audio should be correct.

How to I disable the SAP function on RCA FLAT 19 INCH screen?

Hello
From its main Menu, surf towards its sound Menu.
By using UP/DOWN buttons of the remote handset, select SAP

SAP (Second Audio Program) (for analog channels only) Plays the

program's audio in a second language, if one is available. The TV displays

the word SAP in the channel banner when you tune to a program that is

broadcast with SAP information. SAP audio is broadcast in mono. SAP is also

used to broadcast a program's audio with descriptions of the video for the
visually impaired. Press the right arrow button to turn SAP on or off.
OK.

We bought a universal remote to increase our access to cable channels. Some of the channels display the symbols S.A.P. and have no volume. How do we disable the S.A.P so we can hear the volume.?

S.A.P. Means Secondary Audio Program.

SAP, Mono, Stereo, Etc. You should be able to switch this from your remote. Even universal remotes should have this button to adjust sounds. Otherwise you need to go into the TV menu (not the remote) and change it from there. The only way you can change it on those channels is to switch manually. Happens a lot on these older TVs. No worries. Very common.

On many sets, the audio channel can be switched by remote control or through a SAP switch located around the tuning panel or "on screen programming." Usually, there is a setting labeled SAP, AUDIO SELECT, B-AUDIO, MTS, or MENU. By changing the setting, you should be able to select SAP. Not all TV sets are alike, so you might want to check your instruction manual for all the details.

What is sap and how do you turn it off

SAP is an alternate audio program usually seen in markets with different languages. The most common is for a Spanish broadcast of an English program. It is also used to provide audio descriptions of programming for the blind. There should be a menu option under Audio to turn this on and off.

What you're hearing is the descriptive audio track included on many DVDs for vision-impaired viewers. Does this happen when you're watching regular TV or just with DVDs? If it happens with regular TV, do you have a cable box?

Regular broadcasting sometimes uses SAP (second audio program) to send additional audio, and this descriptive audio may be the SAP channel on some programs. Check your TV's audio settings to make sure you don't have SAP turned on. There may also be settings for SAP in your cable box as well, so check there too.

When playing a DVD, descriptive audio is usually an alternate audio track. Check your DVD player setting to make sure you've selected normal audio for playback.

WE HAVE YOUR DVD-4600. MOST OF THE TIME THINGS WORK NORMALLY. WHEN WE RECORD A PARTICULAR PROGRAM ( IT HAPPENS TO BE NCIS) WE GET THE VOICE-OVER THAT DESCRIBES ONSCREEN ACTION FOR PERSONS WHO ARE UNABLE...

SAP is the "alternate program" that is broadcast by some stations and with some programs for the blind or for different languages as you have seen. Your DVD-4600 is set to receive SAP by default for some reason. There should be a setting to disable it. Or, depending upon how you have set up the recorder, your TV might be set for SAP. Check that as well to disable the SAP setting.
