I am assuming this is a freezer on top model.
You have a defrost problem and the accumulated defrost restricts the cold air from the refrigerator section.

The freezer is cold but the lower section is warm.

If your freezer section has a knob that says "Colder" then set it to the left instead of
to "Colder"
Many people mistake this for a cold control but it only closes off airflow to
the lower compartment from the freezer section.
The freezer supplies cold air to the lower compartment. You may also want to see if the vent to the lower compartment is
blocked with ice. (The vent duct is the plastic duct in the freezer compartment).
hope this helps.

Fridge section of fridge freezer not cold despite turning thermostat to max. Freezer section appears to be working fine.

Make sure that if it has a "colder" knob in the freezer section that it is not set all the
way over to coldest. This blocks all cold air entering the lower compartment when
set this way. It actually has been eliminated on some models.

Also you may have ice buildup in the stack assembly that feeds
the lower compartment or even a frozen upper compartment behind the back
panel of the freezer limiting air flow to the lower compartment. Make sure to unplug unit if service is necessary in these areas. I hope this is helpful.

Fridge (KBRA22KLSS00) has lower freezer compartment. Fridge is running, & freezer is cold, however upper portion of fridge is not cold. Is there a fan or a control to bring the cold into the fridge...

The fridge gets its cold air from the freezer through a vent(damper) between the freezer and fridge. The fan in the freezer blows air through it. There is a flap you adjust with the fridge temp. control. Make sure it's opening and closing when you adjust the fridge temp ..

Upper freezer temp. alright Lower refrigerator to

Sounds like the airflow balance is off. When you turn the aircontrol to max what you are actually doing is starving the frig compartment of cold air, cold freezer, warmer frig. It is recommended to set both controls to middle and see if it helps the problem.
