this could one or a combination of a few things
1 check inside the tank for dirt 2check that the filter screen inside the tank is not plugged3 make sure the gas feed tube is not restricted pinched in the case or kinked also you can try a simple carb adjustment.also check to make sure the plug is gapped to the right specs good luck and i hope one of these suggestions do the trick

You will
need to disassemble the carburetor and spray with carb.cleaner. Make
sure the small screen is free of debris.(Should be able to see daylight
through it.)
Use a Den Tek Brush, (http://www.drugstore.com/products/prod.asp?pid=165357&catid=1152),to clean the small portals in carb. These portals can become blocked. Reassemble and start.
If the carb. parts are more than 4 years old, you may have to replace them.

Check your compression...if it reads anything less than 100psi you need to tear it down and replace the piston ring. Looking for the spark is unreliable, get an in-line spark checker and check for spark. Loss of compression due to a stuck piston ring is very common in the pbv200 series.

It is running lean. There is an air leak somewhere allowing to much air into the cylinder or crankcase. Continuing to operate lean may cause failure. If fuel delivery lines have no pin holes or cracks probably time for some professional help (pressure tests). Remove clean and reinstall the muffler (carbon fouling can also cause this). If the saw cannot exhale, it cannot inhale. HTH
