Ok, While I realize you have a new power supply, and assuming it is still installed, pull the main connector from the motherboard and jump across from the green wire to one of the black wires next to it just long enough to see if the PS fan starts.If it does, then check all the wires from the MB to the front panel of your box.
If all are in their proper place, reset your bios by removing the battery for 20 minutes.
If still no joy, make sure all your memory sticks are well seated, along with all your PCI/AGP/PCI-E cards and cables for your hard drives.
If you still can't power up, replace your MB

If you put the motherboard in - make sure there is no dead short from case to pcb from any metal standoffs / supports in any position OTHER than a mounting hole.
see if get bios beeps with no memory in - can try same by removing video card - if you get error beeps, memory or vidcard need a closer check for spec, seating etc
