Sounds like it was damaged in transit because if you cant get any display then you wont be able to do anything - you could get a PCI graphics card or an actual AGP graphics card ( AGP being better / faster ) and do it that way.
If you insured it when in transit I would claim on the insurance

Local help is wrong. Windows is "crashing" during a "normal" start-up. Reinstalling Windows might fix the problem. Or, it could be "bad" RAM -- remove all-but-one of the RAM sticks, and try again to boot. If it still fails, remove that stick, and insert one of the "removed" sticks, and try again.

Will it boot into "safe mode" ?

Laptop screen wont boot

If you don't see the initial BIOS screen you could have a problem with one of the following.
  • A bad motherboard
  • Bad memory
  • In some cases a bad Hard drive

Remove the hard drive and memory (both typically removed from panels on the back. Try rebooting. If you get the HP BIOS screen then either the memory or hard drive is bad. Add each back in one at a time and reboot until you find the problem device and replace. I would also power on the computer and use a flash light on the screen. If you see a faint image of what you should normally see then you have a bad inverter. Lastly your motherboard is bad, not a lot you can do to test that.

OK, I use GX280s as home servers and ran into a similar problem with one of them...

The problem may be serious and not worth fixing (motherboard).

Turn power on
Fan(s) come on full power, sounds like a jet engine, or eventually gets that loud.

See if you power light has gone amber.

You get nothing on the screen, no Dell splash screen/post, nothing.

This is what I posted a while back concerning the above. Obviously I cannot bee 100% certain as I do not have your box in front of me. This a known issue.

--------

See if the power light goes amber after power up. I had (have - still siting in my basement) one that did same. Power up, fans go full blast . Power light goes and stays amber. This is USUALLY caused by bad capacitors on the mother board. Known GX280 problem going back. If you look on the motherboard, the capacitors should have flat tops and not leaking. If the are rounded or leaking, the MB has probably gone bad. Bottom line this is usually a defective motherboard. Mine was a bad caps issue, you issue could be different, but it does sound like the motherboard.

You can google "gx280 solid amber light loud fan" and see the issues. Here is one link.

I just replaced one of my old 280s with a dual core Dell Precision 390 workstation for about $118, and that included shipping, off of ebay.

I have an MSI Wind U100 which was powered down without any drama but the next day when it switched on, the screen remained black and only the blue power light plus the Wifi and bluetooth indicators...

It is likely that the backlight went out on the screen. This model has an LED backlight and can be replaced. If you are mechanically inclined, you can purchase a new one on ebay or amazon and replace. If this is a motherboard problem, then it is likely not worth fixing. One way to tell is to see if the screen is completely black. To test, turn on the computer and go near a bright light source. if you can barely make out any image on the screen, then the LED backlight is bad. If the screen is as dark as it is when the computer is off, then it is likely the motherboard.

Fan for my acer 3690 spins, green light is on but no display show

Look to See If Your Hard Drive/Data Indicator Light is on and blinking (or solid)..
You need to try and hook up a desktop monitor to the laptops serial port.. Reboot with the External Screen Plugged Into The Laptop.. If You See Windows Booting From The External Monitor - Then You Have A Faulty Screen, or possibly a faulty Display Cable.. Most Likely The Screen Has Failed Though... Also, Hold The Screen Up To A Bright Light while its powered on, You Might have just lost the backlight and have a display still, It will be REAL faint but holding it up to a light and looking to see if you can see Windows Running..

If No Display on the External Monitor When Connected To The Laptop, Then You Have GPU/Graphics Failure, Due To Thermal Damage.. This Is A Motherboard Issue Because The Chips Are Integrated.. A ReBake/ReFlow Of The Chips Will Get Your Video Back, Or Replacing The Motherboard.....

Asus k8v-mx mbd no display

It would be nice if you can get something on the screen, isn't it? Try fixing a AGP VGA and check. Remove HDD cables while checking for MBD errors.

NO DOSPLAY

I would suggest checking all the connections again, making sure to note any visible damage, at least to just the connectors.

You can also try booting the machine with limited resources. Disconnect any drives, remove any cards other then the video (if not on-board), the ram as well. This will help narrow down if it is any of these causing the problem, limiting the fault domain.

Unfortunately damage is always a possibility.

Wish you the best of luck, let us know if you have any more questions or concerns.
