Well this Win32/mebroot is a trojan and you need a trojan killer to remove this. you can remove this by two ways -
1. Online - means when your computer runs the operating system and you can install the trojan killer and search for the trojan.
2. Offline - in this you don't need to start the operating system of your computer, you just need the offline CD of a trojan killer that starts automitally before windows start and then you just make a search for the trojan.

Use a good and updated Antivirus software to Scan, detect, remove and quarantine Trojans and worms and other Viruses or Mal wares. Trojans are sent by hackers to steal information to different machine from external media to invade your privacy. The worms are also intended toward destroying the data on machines and to cause problems. Worms can multiply themselves on machines and are somewhat slow to infect.

I guess the main thing we should consider is how badly you are infected. If all your icons are gone because you're that badly infected then I assume you can't regain internet access. This being the case I can suggest two solutions. 1. Go to your nearest library and download a copy of SDFIX and/or MALWARE BYTES and store these on a flash drive. Then you can clean your computer from this flash drive. 2. If you're babdly infected and cannot use a flash drive then you'll need to slave your present harddrive to an uninfected harddrive. Probably best done by a reputable computer repairperson. Give these a try and hope for the best.
