I'm having the same problem with this. One of my friends and a Att worker have suggested that replacing the Rollerball with a new one which can be bought off Ebay for 5 or 6 bucks can fix the problem. If that does't work then check to see if water damage has taken place, if any moisture has gotten to the phone it may be that. Other then replacing the rollerball i have no other solution.

1. Go to the Main Menu of your PSP. 2. Go to Settings. 3. Scroll down to Network Settings and Press the X button. 4. Select Infrastructure Mode. 5. Select New Connection. 6. Name the connection so that you know it is for web browsing. (ex. WebConnect) That way you can use another connection for the rest of your online games. 7. Push the Right Direction Key to go to the next menu. 8. Select the Scan option and let it pick up your WLAN settings. 9. Once it picks up a connect, Push the Right Direction Key to go to the next menu. 10. Select Custom for the Address Settings. 11. Push the Right Direction Key to go to the next menu. 12. Leave IP Address Setting on Automatic. 13. Push the Right Direction Key to go to the next menu. 14. Select Manual for your DNS Setting. 15. Push the Right Direction Key to go to the next menu. 16. Enter in 184.108.40.206 as your Primary DNS and just leave the Secondary DNS blank. 17. Push the Right Direction Key to go to the next menu. 18. The best way to clean the rollerball is to remove the batteries and roll the ball upside down on a cloth soaked in alcohol. Be sure to roll the ball alternately depressed and not depressed for the best cleaning, and roll it in all directions.
When this no longer works, you can either attempt to clean the ball yourself at your own risk, or purchase a new mouse.
The balls on the blackberry's get clogged up with finger oil, skin, and all sorts of grime I think. But I fixed mine by shutting the phone down and then rubbing hard against the roll ball in each direction and pushing each time until the clicker under the roll ball clicked. You could also try alcohol.
Try removing the silver cover around the scroll ball, and remove the ball. There should be a little white square underneath it. If there is no white square, but a red square, then it could be water damage. I had the same issue with mine.
