Question about Panasonic Toughbook CF-27 Notebook
This does not sound related, but I have seen this solve issues like this before.
Control Panel > Sounds and Audio Devices > Click the "Audio" tab > click the Volume button for your Sound Recording
Assure that Mic Boost is not turned on.

Or www.digikey.com just make sure to use caps with low ESR, 105c, high ripple current, long life rating such as PANASONIC FM or FC series.
