Are both your pop.mail server , and smtp.mail server settings configured in Outlook?
Are you blocking port 25?
tools > accounts > properties > servers tab > check to see if
outgoing mail server "my server requires authentication" is checked. And under
advanced tab, outgoing smtp is set at 25.
If you need to use SSL or Secure Auth. make sure your not blocking port 465.
With the mail servers correct, and the ports open, you should be O.K. also, I am not sure what ISP you have, but you should check their support section of their site for setting up POP mail, this will give you the correct mail server locations.
