A belt snapped, leaked antifreeze and no power steering

It could be the power steering belt. It could be wheel bearings. Check front shocks and also the front caliphers.

     Raise your Town Car's hood. Loosen the connections on the battery cable ends with a 1/2-inch wrench. Lift the cables off the posts of the battery by hand.
     
   • 2
     Drain the antifreeze from the radiator into a drain pan by loosening the drain plug on the bottom right corner of the radiator by hand. Place the antifreeze where children and animals cannot access it.
     
   • 3
     Remove the fan shroud as well as the bolts that hold the fan to the water pump using a 10 mm socket on the fan shroud bolts. Remove the idler pulley bracket and the belt from the air conditioner compressor using a 9/16-inch socket and ratchet. Loosen the bolts on the power steering pump with a 5/8-inch socket, then push down on the power steering pump to loosen the belt and remove it. The air conditioner compressor and the power steering pump are both located on the right front side of the engine block.
     
   • 4
     Remove the lower radiator hose from the water pump by loosening the clamp with a flat head screwdriver, then remove the bypass hose from the top of the water pump.
     
   • 5
     Remove all of the bolts that secure the water pump to the block of the engine, then remove the water pump. Use a razor blade knife to scrape the surface of the water pump jackets on the block and remove any remaining gasket material

what you do is go to a radiator specialist shop and have a coolant pressure test done
most probably a cracked top plastic tank
as for the leak at the back , it could be a rusty welsh plug but the pressure test will also show that

Not sure what engine you have, but my guess is it's a serpentine style belt that drives everything, including your water pump and power steering, and alternator as well as AC, all in one, that has broke. NO !! do not run the engine at all with that off, or you will ruin it, if damage hasn't been done already. Keep fingers crossed, and get that new belt on before you even put the key in the ignition.

core plug popped or rotted away

These engines will overheat for many reasons. >>make sure there is no leaks at all, as air will cause the system to overheat while losing coolant at the same time. Depending if the radiator is original or after market, there may be TWO radiator caps (one on the engine and one on the radiator)- the one on the engine usually is faulty because of direct engine heat to the seal.>> On the thermostat housing, there is an O-ring at the end of the feeder pipe, usually leaks especially if the thermostat was replaced and not the O-ring. >>Check also the hydraulic driven radiator fan>>Check power steering fluid for proper levels first. unplug the switch atop the powersteering pump, start engine, rev to 2000 rpm (fan should increase in speed-you should hear it) if not it may be faulty.>> Check system for proper flow- With engine cold, remove the engine side radiator cap and rev the engine(1000rpm) slightly, notice if the coolant is flowing. If not, possible faulty pump, or clogged radiator. Hopefully this helps

it may be you have water and oil mixing together a crack in your head engine

Check the engine oil, see if the level is going up and what the condition is. you can take the oil cap off and inspect under it. if there is a milky fluid then the antifreeze is leaking in to your engine crank case which is bad for the engine bearing. The other thing to also check is the transmission fluid. make sure that its till bright red and not over filled to make sure it's not leaking in to your transmission through the transmission cooler which is apart of the radiator too.
