This may be as simple as still having air in the system. Connect the machine to the water supply (but not the electric) then squeeze the trigger and allow water to flow for at least 60 seconds. During that process, hold the nozzle outlet under the surface of water in a bucket so you can see when air stops coming out. Keep going until you're sure there's no more air in the system. Then switch it on. If it still does not come up to pressure you'd probably be wise to abandon it.
