All versions of Windows that are not 64Bit will not display more then 3gb.
Windows XP Pro 64Bit will show 3gb and utilize 4gb if your system is physically capable (Consult your owners manual)
If you have Vista 64Bit and still do not show your 4gb, then there could be an issue with your ram, or as previously mentioned, your system can not support it.
To check which version you have press and hold the Windows key and press the pause key.
