Question about Garden
You take the air filter off from carberator (three bolts). There is a bowl with a nut underneath. With socket wrench take bolt off and remove bowl. there are some small holes on the bolt and carberator. Take a twisty tie, like to tie up garbage bags, and run the wire in and out of the small holes. Spray a bit of carb cleaner for good measure.
Put it all back together but don't forget the gasket between the carb and the filter assembly.

Is the engine from Briggs & Stratton or Tecumseh, not the mower...the engine.
With either enging that will only run when primed...in the carb. there is a tube in the middle that draws gas up to the venturi, if this is clogged it will only run when primed try spraying WD-40 in the tube, it should come out in the venturi.
Also, the bolt in the bottom of some engines has a small hole that allows gas into the tube as listed above there is a hole in the top of the bolt and a small one that goes through the bolt they must be clean in order to run
