Raypak RP2100 Model P0127NCO spa heater with a problem.

Cycling on/off like that can be a number of things. One of the more common problems is a "flow" problem. Try cleaning out your filter. If it is this type of problem, the flow switch is not sensing proper amount of water flow.

Burner wont stay light

Unknown if you have water heater with FV system, or older water heater. If this is new Rheem-Richmond heater, the TRD could be tripped because of clogged air intake, inadequate air supply, improper venting, overheating.
Gas control valve could be bad. Ait in gas line. Low gas pressure. etc

Water heat will not stay lite. will light but goes out when you turn the knob from pilot to on

Water heater brand, model number, type, location and approximate age are not known.
It is possible that water heater has tripped the FVIR system.
Water heaters manufactured last several years will shut down if exposed to flammable vapors, or high heat inside combustion chamber caused by inadequate air supply or clogged air intake, or bad venting.
Solutions range from replacing water heater, to cleaning air intake, to replacing-resetting TCO, replacing TRD glass vial, replacing gas control valve, installing louvers so more air gets to water heater, removing water heater from dusty environment, etc.
Other cause can be bad gas control valve, and possibly bad TCO, or tripped ECO requiring reset or replacement of gas control depending on specific brand and model number.
Review you product manual, look for identifying information on label on side of water heater.

It appears that you have a bad element(s) in your water heater. You may need to call a repairman, or you can buy a new element(s) and replace it yourself. You will have to disconnect water heater from electricity, turn water supply off, drain the water heater in order to replace the element which, as I recall are located in the bottom of the heater.

Code c4-13

Before calling service technician, open following link for Rheem troubleshoot resources including error codes, Rheem chat, and possible manual:

Error codes are considered start-point for troubleshooting.
Error code C4 13 is bad oxygen sensor, inadequate incoming air supply, or bad venting. Also bad PC board, or internal wiring, or temperature set too high, damaged burner parts.

Tankless require yearly maintenance to combustion chamber and burner parts.
Prescribed maintenance can correct some of the issues in error code 13.

Yellow flame can also mean inadequate gas pressure. Do you have a manometer? If not, call your gas company for a check.
