Question about Xerox Phaser 8500/DN Printer
Error Code 09,038.46:5960 on Xerox Phaser 8560. This error code appeared after a paper was jammed in the printer. The screen is stuck on the error code. I have also tried unplugging it to see if it would reboot itself. No luck.

Most likely you are using generic ink or ink not made for that specific machine. The black ink is the one causing the problem. the printer will then need to be reset.

Yep. One of your ink sticks is stuck in the ink loader and not advancing down to the bottom of the ink loader.
Look where you add the sticks, I think off hand that .46 means its a black stick, but anyway, one stick is broken, cracked, twisted or otherwise for some reason not sliding down the loader.
If you have to remove them, take a screw, a drywall screw is best to twist into the ink block and slide it back and out to reload.

That error code indicates a problem with the ink loader, 09.038 is the black chute. Make sure you are using genuine Xerox ink sticks and that the chute is clear of debris. Next enter Service Diagnostics mode by powering on the machine and hold the back and help buttons at the same time as it boots until it says it is beginning service mode. Once the menu is displayed, go to function, clear ISC Fault and press OK. If this hasn't fixed the problem you will need to replace the ink loader, part # 133K27771. You can buy one here. Here's what the service manual has to say:
9,035.43 through 9,038 (8500/8550/8560 only): Ink count sensor flags are
stuck after melting 2.5 ink sticks. The following codes are recorded: 9,03x.41,
where x= 5 for cyan, 6 for magenta, 7 for yellow, and 8 for black.
Features on the bottom of genuine Xerox ink sticks actuate the Ink Out
Sensor located at the forward end of each ink channel of the Ink Loader. The
sensor indicates the passage of ink to provide a count of ink consumption.
Damaged or non-genuine ink sticks may not reliably actuate the sensors. This
can lead to false Ink Out messages as well as Ink Stick count faults. Using
8400 model ink in a 8500/8550/8560 models will also cause 9,03x.4x ink stick
