The Compaq shows no indication that power is being applied. The power brick was measured and it show 18plus volts.
If there are no apparent physical defects on the laptop, power cord, or battery and the laptop is not receiving any power even when plugged in then either your power cord or some circuitry in your laptop have become damaged. If your laptop is still under warranty sending it off to HP for repair will be your cheapest solution, otherwise you may try replacing the power adapter.
