In the UK I'm not familiar with this American set, but what I can tell you is there is a number of dry solder joints on or around the field output IC causing what is known as FIELD COLLAPSE.
To find bad joints I use a long, thin and round piece of wood (remember wood does not conduct) I just tap around the board until I hit the right part and you know when you have by the results on the screen then you can switch off and resolder.
If you are going to attempt the job yourself - BE CAREFUL - high voltages are generated inside TV sets and pay attention to the panel fitted to the tube base this will give you one hell of a kick if you touch it!
BUT.....if you are not confident of doing this yourself and have any doubts then don't do it yourself and get a TV engineer in sort it out.

Mike-It looks like the power supply is going on your tv-it can be replaced. This happens, usually, when little kids are playing wth the remote or power button on the tv. Turn it off and on a whole bunch of times in a row, kids love to do that, and it burns out the power supply part- to make a CRT tv like your RCA36 incher- which is a beautiful machine- I have the RCA/PROSCAN 36 incher-LAST longer...You should always wait 5 min between turning it off and on. Don't ever sell it. This one is worth fixing. It has better color and sound Than the new plasmas and lcds-The Pros know this. Be carefull, they might try and talk you out of it-so they can fix it and have it for themselves. So what if it's not High Deff. It's a great set.
this is a very common problem just unplug tv for 5 minutes it
should fix it . simple fix most of the time with rca and proscan.
If that does not do it go into menu scroll down to audio and then press on .
The power supply is telling you that it has a short. I think you have a bad high voltage transformer in the horizontal deflection circuit.
I've repaired several RCA's with this very same problem.
The newer RCA's are vert prone to high voltage transformer failure !
